Excuse me!

In blender, after cloth was done, "ctrl+A" to set location zero, then choose "origin to geometry", but importing cloth is down from body.

OK I think you should set  "origin to geometry" then set do "ctrl+A" to set location and rotation also which version of Blender are you using and and are you using any add-ons to send to Daz Studio and also might be helpful to know which version of Daz Studio are you using?

Blender 2.76, DAZ4.6, no addon that be used.

OK being that it is an older version of Blender and Daz Studio I still think that you should set  "origin to geometry" then set do  "ctrl+A" to set location and rotation and if the problem persist in Daz you may need to transform the clothing object along the Y-axis to put it in place I am not fimilar enough with Daz Studio to know what maybe causing the issue especially since Daz Studio is up to version 4.21
