I wonder: are you trying to apply material from the library to your character? if that's the case, looks like you're using the wrong material

In Poser 11, I open whatever figure or file I want. It comes from my Poser 7 folder (I named it that when I was using Poser 7). That folder has over a 100 files, but I'm told that it's empty. "If I'm lucky," a + (add library) and - (delete library) appear in the top right corner. They don't always appear. When I click on a + add file, it takes me to an add runtime window. I can't find my runtime, libraries. I'm told there is already a runtime by that name.
The Poser 7 folder must be intact, because I can open an image (as I showed you) . But the figure appears weird, white and grey.
When I do a search for something, I can't open anything. I'm told the Poser 7 Files folder is empty. Confusing? YES! This is all from a desktop. I also have Poser 11 on a laptop. I just don't want to lose it on the desktop. Thanks!
Can you post a screenshot of your library with the empty folders? Something like this
Also, if you right-click on a runtime or folder in the left pane, you will get a button to show in Explorer. Can you also post a screenshot of that? Maybe we can see what the problem is then.

To add a runtime folder, it needs the correct structure, or it will appear empty.
Example:
I have to add the Antonia folder to add a new Runtime, under this name,
That being said, even if you add something from one runtime, Poser will always automatically scan each runtime registered before the one in use to load the resources it needs (it can be an external geometry, the bitmaps, or scripts that are referenced in the Poser file.
Example with Erogenesis' Combo character: you load a character, and a choice appear because of its internal content:

That confirms that the actual "Poser 7 files" is empty, no structure at all. Maybe from a backup?
Surprising:
- your "runtiime" folder: weird, non-standard name or some error while using either the Windows file explorer or the Mac's finder?
- "Poser 7 files" appearing twice
If you can't correct using the Library Window, you may check a file named "LibraryPrefs.xml". Its place depends on the OS (Mac? Windows?) and on your version of Poser

It might help if you open that Poser 7 Files file in Windows Explorer (or Mac Finder) to see what subfolders are in there. Can you take a screen shot of that?
What you need to do is open that file and look for a folder named Runtime. Then when you install the files you need to select the folder JUST ABOVE that Runtime folder.
Jut for fun, I opened my old Poser 7 software. All is well. It contains all of the Poser 7 Files . When I open Poser 11, the Poser 7 characters appear, but the textures are all screwed up.
I can't always get to my computer, so please forgive me.
It is possible to have Poser7 and Poser11 loaded at the same time. Do it and take a look at the differences between both Library Manager instances. For example: right-click on one folder in it and choose "Show in Explorer"
