it's a hoax. you'll notice there is no senate bill number. it just attempts to push your paranoia button. just like the "tax on email" hoax.

Just a note, nothing remotely similar to the title of this bill has been introduced into either the Senate or the House during the 107th Congress. A search of the Library of Congress' legislative information site (see link) on Security Systems Standards and Certification Act returns 0 bills containing your phrase exactly as entered, 0 bills containing all your search words near each other in any order, 50 bills containing all your search words but not near each other, 0 bills containing one or more of your search words. This doesn't mean that the bill hasn't been drafted, it means that it hasn't been introduced yet. It doesn't appear to be on the Senate calendar for any time soon, nor the Commerce Committee's calendar. It could be real, but it seems to be a lot of male bovine fecal matter to me.

Apparently it was never scheduled, that or any reference of it was removed.
