I think the problem lies with color banding on your graphics card display settings, I was running my display on 32bit color, and I could not see it, but when i switched to 24bit, then i saw it. I have no idea how to fix this seeing that the jpg format cannot store images in 32bit format, where Photoshop uses the color management system and profiles to display the colours accurately, that's why you don't see it there.
