Only way I know of is if you File - New, you can make file any resolution then copy your source image and paste into the new Phototshop file. When pasted, it is rendered in the resolution of the destination image. Otherwise, you have to File - Open your photograph in Photoshop and then Image - Image Size and change resolution there.

Still won't you let open image in a specific resolution. You can change resolution in another program before you open it in photoshop, open image in photoshop then change resolution or paste image into a photoshop image with a specific resolution. Any reason why you don't want to change resolution once image is in photoshop? Maybe there is a way I don't know of.
