If you're using trueSpace, you can sweep polygons along a spline path. I'm sure that other modelling programs have similar capabilities.
yoshi123 has a glowing neon tattoo sign in Free Stuff. Visit his website, Black Market Render, to find an entire neon alphabet set in .3ds format, along with other neat stuff like buildings and storage bins.
Create your letters in a vector program like Illustrator, then save as an eps file. Import this into a modelling program that can save things of obj files. You may have to tinker with the compound paths to get them to work, but thats easily addressed. Export your file as an obj. Import into Poser as a prop and do the rest with cranking up the shahow color to white and working with lights.

Ok I give up....I've been looking for neon strip stuff to...well make up a convincing street scene. No doubt I've missed the obvious places to go so any help advice or directions would be gratefully recieved. Ideally I'd like to make my own neon strip lettering and lighting. I think I'm getting an understanding of how I can get the neon to glow but the construction method is evading me..duh! Thanks for your time Mon
