Subject: what's wrong with this conforming item?

I made this witch type robe for vicki, looks nice, textures fine, it even conforms correctly. the problem is with the shoulder - only a small part of the shoulder moves. (see pic) I first thought that the problem was with the grouping, but that not it. It's driving me nutty. HEEELLLLPPPP!

problem was sphereical fall-off zones (I must have clicked it on by mistake) now to fix those little bump between the forearm & shoulder

THANK YOU, I've worked on nothing else for about a week. believe it or not this little item started life as a square. (8 dots and 6 planes) Here's what the mesh looks like, to give an idea of poly count. (I'm really proud of my progress, can't ya tell) :)
