are there any Poser3 Dragon characters?

Aside from the transparency issue and texture map formats, I think that all of the dragons should work with Poser 3.

If you're looking for free dragon characters, you can find Anton Kisiel's original dragon freebie (which was made for Poser 3) at Fantasy 3D, and Valandar's land dragon here in Free Stuff.
