Subject: Creating curved images

I see this question is asked frequently, but here goes again. I need to take a long narrow image and curve it. Polar Coords won't do for this project. I was hoping there was a way to bend the image along a path. The liquify tool almost gets it, but there is too much distortion. I gather Illustrator can do this. Is there an application that doesn't cost $700 that can do it?
