Couple of things for WD & TD in Poser 13:
1. Data elements of these features moved out into the shared Runtimes so they can be designed by creators as part of a project/product. See LF2 & upcoming LH2.
2. Poser 13.3 (currently in beta) replaces the current Lip Sync tech with Rhubarb Lip Sync. Minimum UI changes but opens new feature opportunities in future.

That said, there are couple of things to check:
1. Inside Poser, make sure you entered a valid username/password under Content Library|Purchases|Renderosity or PoserSoftware and that it can pull back a list of your purchases
2. If using Windows, make sure you are running Windows 10 or higher as stated in the Poser minimum system requirements (MSR) here: https://www.renderosity.com/marketplace/products/159003/poser-13-windows-and-mac Some versions of Win 7 have trouble accessing newer SSL certs and Poser will fail to authenticate.

May need to select GPU render device in remote Queue Manager depending on the setup.Besides, The Animation render in P13 something seems to be wrong there, The Animation took way to long to render. 90 renders in over an hour ! but a one frame render same settings takes just 5-10 sec manually !!! so wonder why it is taking almost 60 sec in the animation render for one frame ? You are much faster if you render each frame one by one manually rather then letting poser do it for you. But will have to go through this again to see what is going wrong with the animation renderer, might of done something wrong. Over an hour for just 3seconds 30fs that sure is way to long this would be 60h rendering for not even 3min .....
