i know i say this a lot, but one thing you can try before any "re-install" is to toss your PREF file. The preference file hold a lot of info while you play around in Photoshop and sometimes it get corrupted.
whenever PS gets wonky on me, nine-outta-ten times, it clears up after getting rid of the PREF file. (PS will rebuild it next time it launches...)

Not sure if this helps... as i cut my teeth on PS (started with photoshop 2.5, still have the discs...) and i've only used the demo of PSP (kinda "flip" of you) but i've found it not to difficult to make the transition. most of whatever you want to do will be "somewhat" intuitive (based on your skill-set with PSP) with some "retraining" of thought.
Keeping in mind, there are ALWAYS any number of ways to accomplish the same results, it's up to you to decide which is the best method for you. Some methods seem complex but offer a way out if you don't like the result (without resorting to REVERT), other methods are "quick and dirty".
The real learning curve is when you want to push the envelope, but that's what we're here for! feel free to ask a "How the 'L do you do this!!!" question, cause opinions and suggestions are like rectums, EVERYBODY has one!

what's good about this is that it is all "non-destructive" (meaning NO PIXELS WERE HARMED IN THE MAKING OF THIS EFFECT) - if you don't like it, toss out layers and try again

i'm in agreement with croc.
CS3 really isn't the best app to use. there's nothing worse than getting everything loaded up and have PS blink out with the message "Photoshop Has Unexpectedly Quit" "Do You Want To Send A Report"...

are they "rgb" or "cmyk"?? can you open the files in a program other than "MS" stuf? try IrfanView ( http://www.irfanview.com/ ) and "re-save" it again as a PNG. retrocity

@LEW, i think it'd be a great exercise.
there's enough sites like morguefile and stockXchng (sxc) that you could find a fair few photos to fiddle with without the copyright issue causing problems...

i know there are plugins to make it "cartoon-ish" but to really make it look high quality, you need to work on multiple layers, do a lot of tweeking, and play around with some color blends.
basically you still need to do a bit of work...
