are these PSD that you created or are they from another source? a lot of times PS will create a file and save it okay even though some font info is corrupted. Then when you open the file on another sys it throws up this error. (even though on some systems it opens just fine!!) - but like i said Adobe had fixed this awhile back...
anyway, there was a droplet Adobe posted the let you "drop" the file on and it would correct/fix the issue. not sure if it's still around...
i'll look around.

not sure if the tmp file is still available (~psXXXX.tmp) but you should try opening with the "Open As" - if the tmp file is available try renaming a copy of temp file's extension from .tmp to.psd and open that.

The only way i've been able to "revert" after hitting SAVE instead of SAVE AS was while the file was still open going to the History palette and clicking on the entry just before the Save. but if you've saved and closed the file it's pretty well written over :(

i think the biggest problem to face first is the vector app you will be using.
there's a "crap-tonne" of great tuts out there for learning vector illustration but most assume you will be using Adobe Illustrator. Since you stated you are using CS2 it's safe to assume you certainly don't want to drop $600 a year for Adobe Creative Cloud Suite (which gives you all the Adobe Apps you could ever want - as long as your subscription is active...) so you need to look at the alternatives. Daffy34 already mentioned INKSCAPE (really good app) there are also "web-based" apps.
But to get back to your original question, take a look at:
how-to-use-photoshops-pen-tool (she takes you through using Photoshop's pen tool which is critical to creating vector art in CS2)
she has another on called vector-art-with-photoshop that uses a photo as a template...
also: photoshopcafe.com's pen tutorial (at the end they had a link to a cool game that helped master your pen tool skills)
hope these help as a "starting-point" while you figure what vector app you want to use.

just remember, any fonts install while PS is open won't appear until the font table is rebuilt (quit and relainch) -
hate that there's now way to force a rebuild without quiting the program!

i've been playing around with SumoPaint (it's browser-based) on my Chromebook and i've had fun with it. i've also been using Sketch (mac), though it seems more geared towards vector work (i use it for a lot of UI work...)
Another cheap (inexpensive) alt is Pixelmator (mac/iPad) - (sorry for the MAC alternative as that's my work platform of choice ;) )
It really depends on WHAT you want to do ... if it's more for color-correction, that's one thing, for creating textures is another...

not sure if Adobe's given you the ability to "record" actions yet (i know you can "play" them...) but maybe someone with PS can create an action of the droplet creation and then all you need to do is add the "dots" all over your characters and play the action (i know it's still laborious, but it's a workaround)
