Have you tried the "2D Graphics Forum"? Haven't been there myself, but it would seem to be where paint programs would be discussed.

hmmm..a quick Google search might come up with something. Only thing I ever downloaded was how to make fonts in Corel 8. I know that when I did the search, there were pages of it..a lot geared to 'professional' users, tho. Not sure what you're looking for, but it's out there.
