You will need a 3D modelling application above all else. What do you have (or if you have none, what can you afford)?

3ds max or max4 work quite well I am new to modeling but have found max4 to be quite easy to use due to the fact taht there are a heap of tutorials availiable to help you make clothes. best of luck
