Subject: V3 kids?

Is it possible to change the size of V3 so it represents the pre school or pre teen type figures?

I don't see why not, it'd take some time, but I should think anything is possible with V3. Give it a go, you might surprise yourself.

You could get this effect by scaling the whole body down a bit and then scale up the head.
