PhotoStickies 3.6.1 for OSX 10.1+, Saw this cool little app mentioned at the Mac Forum (by Wolfsnap) & had to try it with Carrara. Sure enough, it works like a charm. It will allow you to open images that can be displayed on the top level of the Quartz display. Image transparency, rotation, size, masks (black or white) can all be used to bring images on top of the model or assembly rooms for quick reference. Best part is, it's free!

I have had this little app for a while and I never used it, but now that I have a reason this is great..

Until now I didn't realize why it would be a good idea to float an image viewer over the other apps, but now it's obvious.
