The two questions, although asked together, really need to be addressed separately. If you don't know how to draw with paper and pencil/pen, trying to begin learning in Photoshop just adds a whole 'nother layer of difficulty.

If you're looking to learn a particular style of drawing, check out your local bookstore or library's art section. There are loads of reference books available, and many will have online reference URLs which can take you further. Also do an online search for a particular artist or style that you like/admire-

As for learning Photoshop's tools, there are online tutorials available--do a search on 'learning Photoshop', or 'Photoshop tutorials'. I also like the "Classroom In a Book" series for beginning/self-directed learning.

I hope this hasn't sounded too unfriendly, but knowing what point you are starting from would help direct the answers better.
