Looks like you have IK's turned on and then tried to pose the legs. Or you applied a pose which was saved with IK's turned on and contains feet translation data. The solution for the first is to turn IK's off. The solution for the second is to edit out the translation data from the Pose file.
I can think of other combinations similar to above but basically its an IK issue. If you can tell me exactly how you got to what we see then I can be more specific.
It has absolutely nothing to do with which version of Poser you are using. Hope this helps.
