The hierarchy editor tells Poser the relationship between the different parts of a figure, and shows what is parented to what. Also can show parameters, cameras, lights. You can use it to quickly make parts visible and invisible. (I assume you already found it is located in the Windows menu.) Might be helpful if you were more specific in your question. What is it that you're trying to do with the hierarchy editor? Lots of people here to help you but the answers are different depending on the question.
The first thing to do would be to open the hierarchy editor on an existing piece of clothing to see how it works. Pick one that's similar to yours, of course. You'll need to reproduce that same hierarchy on your figure - there's more info in the manual, and rotation orders are important as Nerd says. There is an easier way, though - if you have an existing piece of clothing that's similar to the one you made (i.e. it has the same body parts), you can use its CR2. Unless you're trying to introduce special features, this is much simpler.

Okay. I don't create clothing so I'll leave it to the experts to come in on this one. Is this the sentence that is confusing you (it confuses me): "4. Use the Hierarchy Editor arrange the figure.
