I think the most accurate solution would be to make the crowd in smaller patches at a time and make maskrenders of them to composite later. If there's not going to be much detail on the individual people you might want to texture them with procedurals instead of 2D textures. That'll save you an incredible amount of memory.

The strange thing is, when I ask about them at the little tea shop domntown, the two nice expatriate Brits who run the shop look at me as if I'm quite mad. I've asked them to order some for me.
