Hi april, usually if PS starts to act weird, making a new PREF file clears it up. it's a lot faster than re-installing PS, and if it's still funky, you can always do the re-install (but i always try the shorter method first)
the prefs file (Prefs.psp) is located in the Documents and Settings/[user profile]/Application Data/Adobe/Photoshop/[version]/Adobe Photoshop [version] Settings folder...
if you want, you can force a new preference file to be created by holding down the Shift-Ctrl-Alt as you launch Photoshop.

Photoshop 6.0, Windows. Yesterday, my Transform tool just stopped working. I'd hit Ctrl-T, and the handles would show up around the layer I want to rescale, but if I try to move one of the handles or move the entire thing, nothing happens -- as though the whole thing's locked. Other weirdness: When I use the Move tool and click/drag a layer, I have to click again to let the layer go. Otherwise, it sticks to the cursor and continues to go where I go, even if my mouse button is no longer held down. If I select "Show Bounding Box" in the Move tool options, the handles show up (but with dotted lines instead of solid ones), and I'm able to use it temporarily as a Transform tool, but as soon as I move one of the handles and let go, the handles turn into Transform tool handles (with solid lines instead of dotted ones), and I can't move/rescale/distort it any more, again as though it's locked. So far it's been my work-around for the Transform tool, but this is not how it's supposed to work, and I'm getting frustrated trying to fix it! Does anyone know how I can make it work again? I've already tried uninstalling and reinstalling Photoshop.
