sorry, i know it's there, but i've not gotten the office to pay for the upgrade yet... still using ver7 myself...
do you mean "opacity"? or "flow"? (both are located in the OPTION BAR when the Brush tool is selected...)
cause there are different FADE functions available in PS, there is the FADE option (Shit+Ctrl+F) after running a Filter, there is a FADE option on the specific Layer to allow the underlying image to show through, there are Brush Dynamics available within the Brush Palette that impact the way you paint in PS...
really need to get CS, (just hate to spring for the upgrade myself when the company could pay ;)) so i can answer better!!

It would be in the brush dynamics I think .. Basically, there used to be a setting so that you could make the brush fade as you painted. You set a number and it would go that many pixels before it went totally transparant, fading all the way. It is handy for a number of things. Just wish I could do it in CS and don't know if it is gone.
nooo... it's there, just can't tell you for sure cause i don't have the UI... look in the Brush Palette in the different "dynamics", it may be named differently (such as "spacing" or something like that) but i'm sure they wouldn't remove a feature as useful as that to make room for somethig else. maybe someone else will chip in some input... :) retrocity

In older versions of photoshop there was a function called "Fade" on the brush options ... Does anyone know if there is a comperable setting in CS? Or higher versions of photoshop .. I skipped from 5.5 to CS and can't find it anywhere. Thanks
