Subject: 403 error when accessing site, but not site's fault

Recently, I have been having an issue accessing this site. Sometimes, when I go to the usual www.renderosity.com, my browser instantly comes back with the following message: "Forbidden Error 403- You do not have permission to access this folder. Additionally, an Error Document for this page was not handled." I then close the browser, reopen it, type the URL, wait a second or two, and connect to the site just fine. I don't think it's the site's fault because my browser returns the error message too quickly... as if it's not even connecting to the Internet. By comparison, it normally takes about 10-15 seconds for it to return a "Page not found" error if a site can't be found or about 2-3 seconds to connect to a real site. Any ideas on what's going on? Sure, the solution of closing and re-opening the browser always works, but why would this happen?
