You need to model clothing to fit the figure in its zero pose. The pose that you get when you load from the library usually contains some bends. To get to the zero pose turn off all IK chains then click on the Zero Figure button in the Joint Parameter window. Then remove all translations and rotations from the hip and body. This should also match the figure's OBJ file.
It doesn't really look like a zero pose to me, her legs are slightly bend. Now I'm not 100% sure how she looks zeroed without looking at her (and I havent got Poser here) but... In general it's best to model over a copy of the original obj, that way you can be sure it's properly zeroed. But of course that only works for an unmorphed character. If you want to make clothes that fit say a short fat Vickie, you'd have to export that obj. And in that case, make sure that IK is turned off and that the character is zeroed, like PhilC said, before you export it and use it as a mannequin/dummy to model over. Do you by any chance have an IK chain on the boots? Then try turning THAT off too.

Using Poser since 2002. Currently at Version 11.1 - Win 10.
In the set up room did you draw the bones from scratch or use a pre-existing Vicki skeleton? If the later then it will include preset bends. The solution is to turn IK's off for the boots, zero pose them and go to Edit/Memorize/Figure. Save the boots to the library. These will now not contain the preset bends which would throw your model off when conforming.

'K 1. I exported vic's legs in default pose. 2. Modelled the boots over those legs. 3. Imported the boots as an obj. (They were in the right location) 4. Went to setup room. Chose the v3 skeleton. Deleted all bones I wasn't using. 5. Autogrouped and exited setup. Now the feet are bent way back and the ankles crossed. Thanks
