The stretching along the sides is very typical of something that uses Planar (like a flat plane) mapping. Planar mapping is usually used on something that is flat, like a wall or a box. If it IS used on something cylindrical (such as your skirt), it tends to create stretching along the sides just like you see here. If this is an object file that you purchased, there isn't a lot you can do about the stretching if you're using a 2D program like Photoshop or Paint Shop Pro to create the texture. If this is a skirt that you made yourself, you have two options, but both would involve creating a new UV map for your skirt. The first option is to use cylindrical mapping, which would map the texture around the skirt sort of like a label on a can. The second option is available with UV Mapper Pro, or something like Deep UV (which is costly) - and that is to relax or stretch the UV map so that the sides of the skirt spread out a little more on the sides. That would relieve the stretching. Hope this helps!
