Hi everybody Ive seen a tut for this somewhere, but alas I cant find it. Whats the best way to go about this? Thanks in advance

http://flamingpear.com/download.html Go to Free Plugins. Transline is a free plugin that makes scan lines. If you make a new layer, solid paint it black, and use the filter, you get instant scan lines.
