Sounds like a transfer error to me. In a zip -file this would mean a checksum error, but in image files you just see the errors like that. Resolution is to delete the old one and do the process all over again. Some years back I experienced this a lot when transferring images to a crowded server over a bad modem line.
EB - I'm a bit hesitant to add a direct link because the image contains nudity. It's in the Work In Progress gallery and is titled "Problem Test".
12rounds - I tried that earlier but it didn't seem to make a difference. Thanks for the suggestion though.
I'm wondering if it has something to do with the way PS handles conversions from tif files to jpeg. I started with a tif image since I needed the alpha channel. In the past I've just grabbed the alpha channel and used it to mask a jpeg image in PS. This time I used the tif image that contained the alpha channel. When I finished working on the pic I exported it from PS as a jpeg. It's the only difference that I can think of between this one and others that I've uploaded. I'm going to rework image using a jpeg as the start point and see if that makes a difference.
OK, feel free to slap me around on this one. I have two PCs, one that I use just for internet stuff (old PIII with 64 MG of DRAM) and an Athlon XP 2100+ for my modeling ect. The idea being that if the internet PC gets a bad virus I can just clear it off and re-build the disks. Anyway, it turns out that on the internet PC the color quality was set to Hi-Color (16 bit) rather then True-Color (32 bit). When it got set that way, I can't even guess but setting it to 32 bit mode did the trick. The thing I can't figure out is why it only showed up on this image and not on others in the galleries. Thanks to all that replied.

I tried adding an image to the gallery this evening but removed it. The image as displayed had these odd bands of color that didn't show in PS. It looked as though the bits/pixel had been lowered. I saved the image from the gallery and tried it in both PS and ImagePals and it looked fine. I'm sure this has come up before but can't remember how to fix it. I've dropped it in to the WIP gallery. If anyone would like to take a look and suggest a resolution it would be appreciated. The image does contain nudity so be warned.
