Hey TobinLam, one thing i do is to use ImageReady (PS's "sister app") to make my thumbs. i just click on the small icon at the bottom of PS's toolbar and "jump-to" ImageReady. the active file is then open and ready to go. IR seems to handle .JPG a lot better than PS and your file size should be fine...

Twice now I have used the save for web option and the thumbnail didn't work and the image was of horrible quality. I can't figure out what I am doing to make it do this and I don't know what I am doing to fix it. I can't figure out how to save a thumbnail differently without sacrificing incredible quality and still having a large file size(it says a 9kb thumb @ 3 quality but it looks like crap and is actually 20kb). The save for web option works really well except I don't like the hyphens my thumbnails don't work. Please tell me how to do it right.
