Subject: adobe photoshop elements frames

If anyone here uses adobe photoshop elemnts do you know if it is possible to change the look of the frames in the effects tab? Or, can you do the same thing with photoshop 7? Does it have an option that you can use to apply frames around images and if so can you change the look of them from like say a wood texture to a marble one? Thanks if advance for all your help.
