Subject: Theory Behind Voting?

Besides voting in various forums for challenges that have been set up, I am confused about "voting" in general. I used the "search" button for this forum to try to find out, but am still unsure how the gallery voting works.

Basically, if a gallery picture gets lots of "votes", is the only result that it shows up in the "what's hot" list in the various galleries? When I have linked to the "what's hot", the impression I have is that these pictures received the most "comments" not "votes" in the set time frame.

This question probably has come up before, but, please bare with me and enlighten me...thank-you :)

Votes get an image into the "Hot 20" not the "What's Hot," as far as I'm aware. There really isn't a theory to it, it's just arbitrary.
