i have the two sci-fi textures for this vest, and i was wondering where to get the actual clothing part.

The link was in one of the Renderosity Newsletters, the April 13 issue.

As far as I know, the freebies from the newsletter are monthly things. It was in on the 6th as well. Keep your eye out for the one tomorrow and I think you'll have what you want.
