Subject: Motion blur?

No. But if it's a still you could do it in a paint program, or if it's an anim in a video paint program. Or if it's an anim (i just thought of this) you could have a motion trail. Suppose the character pulled a gun, you could have his arm do a motion trail. Stack six characters on top of each other. Make the extra five invisible except for the one arm and hand. Pose so that the extra arms are revealed as the character draws the gun, then collapse into the "real" arm. Pretty cool huh.
