does anyone know how the images on on vue web site where created or a place to download the material for it?

I happen to have created them :) (along with the Blood Cells) I haven't had a chance to package these materials yet and place them in freestuff. However, if you have a recent version of Vue Infinite, you should be able to find these materials under the 'Effects -> Non Photorealistic' folder. During the first few days of distribution, e-on found out they forgot to include these materials. They were included by the time I got my copy. I believe I have seen someone talk about a download for those who did not receive them included, but I can't find out about that update on e-on's website. If you are curious about the Toom shader, check out the Tutorials section of Renderosity. A more detailed tutorial is available there.

The collections patch is available from the updates page. Click the button and then the update is at the top of the next screen and the collections patch is further down.
