That's what the Millenium Walk Designer by nerd3D is for. Available on his site, www.nerd3D.com. Another way is having a Python script increase the foot bends by 35 degrees and decrease the toe bends by 35 degrees for each foot or toe keyframe. The result still should be tuned by hand, but the script will do the bulk of the work for you, especially in a long animation.
The pen is mightier than the sword. But if you literally want to have some impact, use a typewriter

I've been experimenting with Walk Designer in P5 and I am wondering how, after I go through all the trouble of setting up a V3 character with a pair of high heels, I would have her walk in the heels and not flat footed? Quite frankly, I'm stumped. Also, how do you actually use a BVH or Walk file that you download?
