i want to convert ZME's llc for Vicky to short leg cast. which program do i need. and which program do i need for making new *.obj files? please help me.

You need a 3d modelling program to change the object and if it has .obj export then that answers the second question, too. If you just want to make the legs shorter in a clothing item, you could make and use a transparency map for that so you wouldn`t need a modelling program.
