Yes, it is certainly possible to add flags so the image would appear in multiple galleries, but I don't think we want to encourage such behavior, as it would very quickly be abused. It would make it too easy for an image to be posted to every gallery. We feel an image should only be posted to one gallery, the gallery where it most appropriately fits.
