Can anyone tell me what the "P3 to RDS" plugin" does?

It lets you use Poser 3 features in Ray Dream Studio. It also let you edit Poser 3 models in Ray Dream. It's fairly easy to modify your models. There is an Advanced Techniques Guide on the Metacreations website that details how to use the plug-in.

This only works between Poser and Ray Dream Studio 5.02. Currently, I don't think it will work with RDS 5.5, and Poser Conforming Clothing probably will have many issues...
