I think it would be easiest to achieve this with clothing simply by morphing the breasts, rather than with an outside figure like a bra, although I suppose some people might want to show the bra itself - I would expect a good conforming bra would follow the morph though.

What figure?  If you're using V4 I wouldn't mind taking a stab at such a morph, it ought to be pretty simple because the chest/breast area is one bodypart.
