Hi, can DAZ|Studio character lab in Bryce ver 5.5 handle animated characters, or are they static only?

AFAIK...DAZ/Studio just poses the characters and leave the animation to Bryce.....

Not true. D/S can import Poser animation and also create animations. To get the animations to works in Bryce you have to go frame by frame and render each frame then use a program to put the individual pictures into a movie.
