Is it possible that a poser artist add a victoria 3 and Stephanie 3 Petite support to 'Virtualfasion basic' for poser ? This could be very usefull for a lot of poser artists !!!

Back in July when VFB was first released there were a number of threads explaining how to use V3 and many other figures with the program. Search around a bit and you should find everything you need to be able to do what you want.

Short Answer. NO!  Those earlier threads go into showing how to adjust clothing made for the figures included with VFB on other figures, but there are no plans or methods for adding those figures to VFB at this time. Best chance of that happening would be to get DAZ to submit this own meshes to the parent company for VFB but since they're coming out with their own Dynamic Clothing solution for DAZ Studio, that's highly unlikely to happen.
