It really depends on which atmosphere you are using. It is more difficult to achieve fog in your scene using Spectral atmosphere than the others. I have a tutorial on Fog and Haze in a scene at http://www.altuit.com/webs/altuit2/VueStepbyStep/FogandHaze.htm
It has not been updated to take into account the new Spectral Atmosphere of Vue 6. Though, if you're intentions are to use Spectral, then you may want to play around with Haze settings and the Glow Intensity (low) and Scattering anisotropy (higher)-- oh, and be sure to leave Aerial perspective at 10 (or higher).
I have not found anyway to create ground fog with Spectral Atmospheres.
The easiest atmosphere to work with regarding creating ground fog is the Standard Model. But, you must adjust the Fog in the sky setting, both Thickness (high around 100) and Max Altutide (lower ~30). I need to update the doc above to point this out, as it states incorrectly the sky is not affected by the fog.

With the spectral atmospheres, you can always use a low cloud layer, setting the altitude at ground level. Ground fog, the Vue4 or Vue5 way doesn't work with spectral.

i have been using vue since vue 4 and have never has a problem getting convincing fog into my scenes.
now, with vue6 i have tried it all and have had zero luck getting fog into my scenes
the controls seem to do almost nothing where i had precise control over every aspect in previous versions.
any suggestions?
