One way to do it:
In photoshop, select the skin color with the color picker, then make a new layer. On the new layer, make your drop in the skin color where you want it. On the top bar go to image-adjustments-hue saturation, and fiddle with the sliders so its just "off shade" a wee bit darker than the skin (you can go back later and tweak this too).
Then on the bottom left, right click on your layer, and choose from the drop down "blending options" and choose bevel. After that, use the dodge and burn tools to shadow one side away from the light and highlights where the water would "shine" in the drop. Then you can play with the hue saturation more, and the opacity slider on that layer until it looks the way you desire it.
Second way:
Eyecandy has a "glass" function and a water function, both can make realistic water drops.

I wnt to make skin with drop of water to make my character in a wet way. How can i do that? With Photoshop i think, but how make the drops look lie water???
