I've got it! Look carefully at the vehicles in the last image posted. It's a fire station. 
What the US calls a fire house? So maybe these are hoses not ropes.  

I think Feuer means fire - then again my german is limited to Achtung Spitfire :) *

  • No offence to germans here - injoke with a german friend about how Brits won't let the war go. Mind it was the last time we won anything :)
