I'm pretty sure that only the first is a simple question.
There is a program in the marketplace called INJ builder I think
#2 is far from a simple question.
You need a modeling program. There are quite a few of them - ranging in price from free to thousands.
Wings3D is free (do a google search) and lots of people like it. I'm really liking Hexagon and Carrara right now, neither is free.
So in order to create any of the stuff you mentioned, you learn how to use the modeling program of your choice and create those things inside it. There is QUITE ALOT of learning involved in the process - but it's usually best to start at the beginning and work to the end ; )
UV mapper is a good program to get also, the pro version is nice I hear but I only have the free version. After modeling you then want to make a map for it so you can give it nice textures.
All in all if you want to model stuff to use in poser you want to learn
Modeling
mapping
rigging
Morph managing (I don't know anything about this yet)
decide if it will be conforming or dynamic (each has thier own set of complicated stuff to learn I imagine)
UV mapping.
grouping (learned about this the hard way ie too late = )
get some good links to tutorials and get settled in because you'll be learning for a while.

Ditto to what JJ said...enormous amounts of learning, and plenty of patience.Also, there is ZBrush 3 that now has the ability to extract meshes..which will make creating clothing easier..but you still must learn to model inside the program..and ZB3 isnt free.
Try out a few demo programs and see what types fit your work flow, then make a choice and stick with it...it will take a long time..Im still not there yet and I have been involved in CG for a few years now.

OMG!!!! If those are 2 simple questions then I want to learn how to use poser from you. lol. Good luck on the model creation. There are many modeling software out there and speaking from experience, you'll spend a good deal of time learning.
What ever you do, don't buy Shade 8. It's seems to be a program that is for those who already know how to make 3d models.
If you want to create Poser content, I can highly recommend the book "Secrets of Figure Creation" by B.L. Render.
This book is NOT about modeling. It's about how to turn your model into a Poser figure or prop. Lots and lots of information about morphs, bones and rigging, ERC, you name it.
While the book is not about modeling itself, it sure has some great pointers on what to do and what not to do when modeling objects for Poser.
The pen is mightier than the sword. But if you literally want to have some impact, use a typewriter

You might like to have a look at PhilC's Clothing Designer. Although not a full modeller, it works within Poser and would be a good starting point. You can progress from there once you've seen how the basics work. After some tme working with poser i think is time to move forward, with some of your help i may make it.
What program do i need to create pose inj. for my characters and were can i get it.
Also how can i create clothes, hairs, props etc. for poser? what program do i need for this, and were can i get it.
