I'd ask ChristieK on the Cornucopia3D site about such stuff, honestly not sure myself :)
Vue is strange, because all you CAN do is edit the SolidGrowth stuff, we can't really make totally new ones, which is dumb as a rock, IMHO, as SolidGrowth is such a vital part of Vue. :/

Hi !
I've edited some plants in Vue and I'd like to know which are the limits to distribute them for free or in a commercial way.There is one plant edited from the Acuba plant ; how can I ensure that my edited plant will work only if the original Acuba is installed ? I suppose I may not distribute a plant edited from a commercial one ?!
