Well I would use one of the basic generic terrains, placing the peak of the terrain halfway up and in the centre of the creatures neck, and stretch the floor of the terrain below the water level and use a water mat (the same as the sea in your pic). Then copy the terrain and move it up just a little higher than the original and use a foam/cloud type mat on that. Hope that helps.
Another way to attempt this would be to take a treelab tree of an elongated type, perhaps a poplar or such, and assign either a foam, or water mat to the leaves and make the trunks and branches invisible. It helps quite often to stretch the tree on the "Y" also. Just use as many as needed and feel free to tweak their shape in the tree lab. This method can help make good close-up wave crests as well.
Ooooh...I do like the tree trick...you could add a water map to the trunk and foam mist to the leaves and have a fountain depending on the tree...filed for future use....thanks Dan.. ...

Now i need help with doing something in it and i have tried every way known to me including trying to make a terrain into what i want. I know you can get brushes to do it in post work but i have gone over my budget this month.
image i have posted will give you a general idea of the image i'm going to attempt to do, what i need to know how to do is make it look like water is running/falling from the creatures head and lower body. If anyone knows a way of doing this i would be so greatful for your help..
