I almost always have to compress my thumbnails about 20 to 25% to get below the file size limit. Just resizing the picture is not enough.

I normally set the crop tool to 200px by 200px then crop what I want to be the thumbnail and save for web. Normally I only have to go down to 80 odd % to get it under 15K

I've had bugs lately uploading here on Rendo, sometimes I simply could NOT get an image uploaded, p*ssed me off no damned end!
Wasn't me, file size etc was fine. No idea why the hell it happened (posted about it previously).
Try saving to a NEW file, say you saved as "My_image_1" try saving it as "my_image_2", maybe that will work.
or just wait to next day and post again.
thumb nails must be no smaller than 100 pixels, and no larger than 200 pixels on ANY axis, and no more than 15k in size.
