There is a set of four Playmobil figures at Turbosquid:

You need MAX to open them and they are not Poser rigged.

Then someone modelled a whole Playmobil western town in 3d including figures, but it seems he won't distribute the meshes:

Someone out there has a website with lego Star Wars characters and a blank Lego mesh, but there's no readme with the files. You might want to do a search of the Freestuff, because I'm pretty sure I got it here.

You could probably take the Poser mannikin and add pieces and textures
to look like these figures.  Also, look in ShareCG.com for "toon" or "toonish" props
and you'll find some items that look a lot like the Playmobil settings.
