Subject: One of those phantom bones for IK purposes?

I made mermaid tail figure with right and left fins.

But, I'd also like to be able to move both fins at the same time and make it the goal of 'tail' chain.

You can't have 2 child bones connecting to one bone down the heirarchy.

what should i do? 

when I look at the Jessi skeleton, she has a phantom thingee after her toe.

In human figures, the IK chains end at hands/feet, not at toes/fingers.
So in your case, have the IK chain end at the parent of the left and right fin.

The pen is mightier than the sword. But if you literally want to have some impact, use a typewriter
