from memory, the 100 means 360 degrees rather than 100% perpendicular, try at something like 25% ?

although having said that, just tried it (v7 complete) and it works fine...

Just trying to have these cactus stick out Perpendicular to the surface of the pyramid.
I have the setting in this picture at 100% Perpendicular but they still populate completely vertical.
Any ideas how to make this setting work.
I don't want to use the spherical render option since I only want the one object effected.
